Timelocks - restrict WHEN #BTC is allowed to be spent

Covenants - restrict HOW #BTC is allowed to be spent.

Outsourcing WHEN authorization to the #Bitcoin  source code feels more reasonable than outsourcing a HOW authorization.

Maybe users should keep control of the HOW.
