While I am heartened by this news (more coins for the plebs), it also strikes me as a rational ploy coming from a government that sees the price rising before the have reached their desired allocation and realize they have ways of (at least temporarily) slowing the rise.

That’s the conclusion I came to as well. Say that you aren’t buying bitcoin in order to keep prices lower, and then buy privately.
