what do you mean specifically? relays were never intended to be dumb pipes. if they were dumb pipes nostr would be indistinguishable from a badly designed p2p network and it wouldn't have a chance of working.

relays can be smart, and it's good if they are smart.

as long as they can't tamper with messages and they're replaceable all the properties of the network will be intact.
