High trust society doesn't mean there wasn't a lot of stealing or damage going on.

Of course theft has always happened, but not at this level:

Many other retailers have blamed crime for closing stores.

That depends. Accounting for inflation, per-capita numbers and all.. there were many times on record where, throughout the world and various societies, had to deal with similar levels of theft, violence, and damages. Think back to some of the worst eras in England, the Middle East and other places throughout history where they had to respond by clamping down on these things.
