This table seems to be sending a very clear message... you can negotiate to get into the lowest tariff bracket 10%...

Also, if you are in a high tariff bracket and are neighbour to a low tariff country... you are at a huge risk of having exporters relocate.

EU 20% v Morocco 10% is an obvious one.
