If you turn off the Internet, you also turn off your banks and reduce the currency trade.
You basically have no computers, anymore. Most of the office software and databases are also over the Internet.
The Cloud is just someone else's computer.
I suspect that their government agency still has a local area network, one that is limited to internal agency units

That's not enough to maintain international trade.
Their ATMs are also down, so working cash registers wouldn't help, once the people run out of cash.
