Iβm no security expert but the fact they did not have someone on this rooftop is insane to me. Itβs one of the closest rooftops with LoS!?
The only thing I could think of is that they hesitated because they were not sure if it was a friendly, but, the kid doesnβt look like one of them at all? 
Looks like he had on cargo shorts and a tee shirt. It's literally the only other roof top those counter snipers could see. I'm not buying that they didn't see him until he shot.
