why did he have legal exposure? why does any business generally have legal exposure with a federal agency? you can't take everything at face value.

There are some criticisms of it, and its not enforced fairly, but many CEOs of US companies were giving or taking bribes from the Indian or Chinese governments in exchange for favors both directions
