Art, like music, is a projection of social nature at a given time.

His musical tribute was much higher than Mozart's, Bach had to please God, not mortals.
In art, especially in art related to architecture, the two predominant factors are the reason for the art and the funding. If you live in a society with a hard money pattern, money that cannot be counterfeited and money that is hard to come by, where thrift makes the difference, only art projects with a strong reason will be financed, it may be an offering to god, it may be beauty itself, it may be the representation of virtuosity.
