He has loads of war fatigued firefighters with a lot of experience. That could do with what in their eyes would probably be a holiday...
In CA, the firefighting is super hard work, but when they go to bed there is no risk of being bombed.
And this is a good way to keep good relations with the west.
Get those men some rest
