I've purposely made global hard to find because of the toxicity there, but you can create a "relay" feed with no relays and that will be the global view of your relay selections.

Notifications need some love, I'll make a note of that. The empty feed is probably the result of a bug I fixed yesterday, where if you save the selections as a list the list is empty. So click through to the list and re-add those relays and then it should work.
