So the brits established in India a centralised bureaucracy that was extractive, interventionary and barely allowed capital accumulation through savings and investment in the free market by private individuals. They destroyed the system of property rights and ownership.

So the solution that early Indian leaders had post-independence was to entrench the bureaucracy *even more*, making everything in life and society a power struggle and a zero sum game because of this, and to *further* destroy the system of property rights and ownership.
