Perfect and sharp irony. It puts a finger on the most grotesque paradox of certain welfare systems: on one hand creating structural dependency in people, on the other preaching self-sufficiency to animals. The lesson couldn't be clearer: when aid becomes an end of the system itself, rather than a temporary means to restore autonomy, you achieve the exact opposite of freedom. A bitter cartoon of bureaucracy replacing common sense.
