I think they're trying to fill up the mempool. Could be a miner trying to add fee pressure? It's weird I've been seeing these transactions flowing into the mempool all day.

I am still confused. They are not going to accomplish anything except ripping them self off
Yeah seems like a losing proposition. Looks like there's several wallets sending these transactions, and they're all being topped off periodically. Some are paying higher fees than others but they're all sending 546 sats. If you watch the incoming transactions on mempool.space you'll see all these $0.15 transactions coming in.
