I summarized standard transaction of #Bitcoin Core. The default policy of #Bitcoin Core is not to relay non-standard transaction. If you want to make confirmation a non-standard transaction, you may need to email the miner. This policy exists to prevent DOS attacks. However, we can't be too strict because of mempool divergence.

Also, I don't know much about OP_RETURN yet, but I'm starting to get interested. I'll read "OP_RETURN Wars of 2014" soon.
