Bitcoin ATM here needs an SMS does that mean KYC? of course there's a full kyc option but that is only in case you buy a good chunk but obviously not gonna do that.

Yes that means KYC by the phone number, but you can allways buy a number with cash to use to buy sats in the ATM 😉
