Primary issue with an escrow service is it would be in fiat, which defeats the purpose (at least in the US as soon as you flip BTC to fiat you incur a serious tax penalty). User ratings and reviews I would hope would keep the scammers away. It's certainly something to consider though.

There’s a simple solution to all of this that you’re not seeing: whenever someone agrees to start selling via Nostrgram, just register a 🐚 company in the Caribbean for them.
Technically it’s the same tax penalty as if you just move your BTC so it might not be that big of a deal. In the US at least, when you transfer BTC you have to report the transaction in USD terms anyway. Not sure how it would work if they actually passed a de minimus law that allowed for small purchases in BTC
