OK, I got the persistence part sorted out. Not sure if it was enabling #UEFI, connecting the virtual disk via #USB instead of #SATA, removing the CD image, selecting a new option in grub (which didn't appear before enabling UEFI), or some combination of the above.
As for the #kernel config, that was OBE. Turns out #Signet worked just fine in #TailsOS on #Virtualbox with persistence enabled. And with persistence disabled. And directly on hardware with persistence disabled.
I swear, I used this exact same thumb drive and I never re-flashed it with a different version of #Tails and it was having issues. Same physical Signet device too!
