First let me clear assumptions. Do you know how PoW works?

So make the input require PoW for events. NIP13. Could make it scale up or down or be random during a set period of time?
The queue is actually sorted by sats already. If there are enough players a tiny market could develop for the next input.
The PoW is in the sats!
