it just sends the event to the relay. for example, if your note is missing on a specific relay, but exists on another relay. you can use this tool to send a copy of the note to the relay that's missing the note.

I think the broadcast button in Damus sends the note to all of your relays. You can use that to potentially boost the reach of a note.
