Because copyright laws are different in different countries....
(So are internet laws - but implemented more uniformly: that's why everyone gets those annoying cookie popups post GDPR. However copyright laws are more complex because of different categories)
Exactly, I think it is too costly to expect to enforce copyright laws on the Internet. It may even be harmful if it results in a less open, more censorship-prone web (like DMCA has frequently been misused, or specific sites being blocked on a national scale)
