The best way to remove noise from jpeg’s isn’t a noise reduction filter.

You upscale it to 4K, then add a thin artificial grain layer. Then the variation appears deliberate, and it’s still high resolution.

(This will make the file size huge, but storage is cheap, so that doesn’t really matter.)
