Why is that necessary in the name?

Because it doesn't belong to usa its its own district like its own state

Like the Vatican

It does belong to the USA, just not as a state, as an independent district managed by the federal gov rather than a state government

It was the deal they made when they decided to move the capital from New York. Which was a compromise they came up with that got individual states out of debt as the federal gov assumed it
