On which relay implementations can you create custom rulesets / policies around messages similar to Jingle (from nostr:npub180cvv07tjdrrgpa0j7j7tmnyl2yr6yr7l8j4s3evf6u64th6gkwsyjh6w6)?

The idea of creating those rules / custom policies with ease (with some JavaScript files) is really good.

Yeah, same, I gave up and moved over to khatru. You have to do everything in go, but it's a pretty good framework. You can look at https://github.com/coracle-social/triflector for how I'm using it
