Sorry to rain on your parade, but no it doesn’t.
It definitely remedies some of it and levels the playing field, but it unfortunately doesn’t “fix it”.
But a step closer to fixing it is better than no step closer. That’s why we Bitcoin!

South American countries in particular have a tendency to ruin any successful businesses built there. They shoot themselves in the foot and we don't really benefit from that in the US. I wouldn't invest a cent down there for fear that it'll just be confiscated anyway. The lack of property rights broadly is their actual problem, in my opinion.
