I would say Lichtenstein and El Salvador. Neither are perfect, but it’s hard to argue with, at least, their approach. But generally speaking, not really. Just varying degrees of what one will put up with. I am sure there are some small island nations that have actual freedom and a happy citizenry, but I’m not worldly enough to offer definitive examples.
