At the risk of being completely wrong; I’d venture a guess that they’re not filled with love. Their intentions are very selfish (or at least, they’re only trying to get the absolute maximum out for their group). I don’t think they care about anyone else. In fact it seems like they really wish harm to come to those who oppose them.

I guess they see this as some kind of win? Something along the lines of “let them starve for their sins, *my* government will look after *me*”.
