Maybe yes but there is already a paper ETF ( fake BTC ) that is paid for with fiat currency . And we have another circle:(
I too was and I am a huge fan of BTC but as time goes on I realize what I'm writing.
I'm not sure about the assertion regarding paper ETF.
While it becomes increasingly hard to assess collateral value in traditional finance, with Bitcoin it's very easy as the verified information is public in the blockchain. There's a perpetual audit going every 10 minutes on average; that's the consensus.
Bad actors we've known a few. ETF mismanagement, if it is to occur, will be just another version of mismanaged funds (mtgox, terra, FTX etc).
