Is Ukraine still considering their male population as their 'property' that they can force on to the front/meat grinder?

Or are fighting age males finally free to leave the country if they whish to do so?

Don't get me wrong, it's not an 'Ukrainian thing', all 'western democratic countries' with conscription do it.
