Sounds like a standard Philly accent to me. But others commented the same.

I can sometimes see the race of a person in their voice. It has a identifiable signature in the sound just like skin color. At least a pure east asian, black and white all have very distinct vocal cords.
Occasionally a Asian male with a very deep voice might sound the same a a white guy but I can usually tell the difference. Almost always with Asian women.
Hispanics usually sound just like white people to me. If they have no accent.
