How to prevent government shutdowns

If government shutdowns hurt oligarchs more than they hurt poor people, we would never have a government shutdown in this country.

Imagine we had a law that said that for every single day that the government is shutdown, the marginal income tax rate for that calendar year for people earning more than $10 million a year goes up by 0.1%. The longer the shutdown is, the more that oligarchs have to pay in income tax. No more shutdowns.
