Might be a Bitcoin Stamp. Those were costing at 12x that of inscriptions but have since gone to 3 to 4x
If you click it to view the details then you can determine based on number of outputs.
If it's got a lot of multisig outputs all the same size then it's a stamp using counterparty
If it's one output then it's an inscription.
Inscriptions are currently the most efficient means of storing data in the Blockchain and is less harmful than op return and stamps
