You get the sense that he delayed pardoning Ross so he could let Lyn know personally.
The full pardon now means he can travel internationally as he now has a spotless record. Would it be too much to try to get him to come to San Salvador next week?
Call the mom or go through the pardon review committee (which wouldn't have been needed for a commute)
