I didn't realize that hitting Okay would continue letting me send so I never went past this notice. Unintended discovery for me.

Just so you know, I retested and nothing happens after clicking okay. So no one is getting anything from this popup.

Sorry, it does if you wait around long enough. I was moving on thinking nothing was happening. I failed to notice the tiny loading icon on the button. Honestly, it would be far less confusing if you just didn't tell me that the user isn't setup. Just load the list like you're going to anyway to avoid the entire confusion. Maybe add them to the bottom of the list with the message icon instead of the pay button.
