From firsthand knowledge, I can confirm this is mostly true. There are a few providers that you don’t pay replication charges for, but that’s because they are basically replicating between their sites built on top of AWS infrastructure and either eating it on their end or burying in the cost you pay for their subscription/SaaS offering.
