One temporary fix for hashtag spam is to only show the note in your hashtag follows if it only has a single hashtag. Going to hack a fix together.

Don't need to embed everything of course, but it is one solution to the resolution problem. Labels and hashtags are helpful for human navigation, embeddings are a computational way to organize semantically similar ideas.

maybe two #hashtags would be ok to merge #subjects?
