I can see the Biden admin's logic in this. Heaven forbid if the candle does start a fire, it doesn't matter if it's in a chapel "far removed from medical supplies and patients" if the chapel is still within the main hospital grounds, then at a minimum the area near the chapel would have to be evacuated, and end result could impair the hospital's ability to fully serve patients until repairs are complete.
