Ideally in public you start a conversation and read the persons comfort with you before you jump in with any sort of compliment that is too personal.

I think I agree on the point that women want boundaries and I think many men dont understand it and care a lot less about their own bundaries and project that on others. Because men are so often encouraged to be the initiator I think we more often have this sense of wishing women would push passed our faux boundaries (shyness basically) and incorrectly assume women probably want the same.
