Mutiny is releasing Nostr Wallet Auth (NWA) today!

NWA provides a better and more secure way to connect using Nostr Wallet Connect. To showcase this it has also been implemented in Zapple Pay for you to try it out.

Genuine question: would it not then be clearer to propose it as an upgrade to NWC?

It is an upgrade to nwc. Just an optional layer on top of it for the setup process
