We're trying to automate some of it with gherkin tests people can use to check their implementations against the newest specs, and

nostr:npub1acg6thl5psv62405rljzkj8spesceyfz2c32udakc2ak0dmvfeyse9p35c has some relay tests, and you can monitor websites and see when they change something, but it's an uphill battle and you'll never get even 80% coverage of the biggest implementations and most-popular specs.

That's okay. Therefore, the protocol never ossifies or becomes obsolete.
