In your opinion is it a legitimate breakthrough? And if so what sort of downstream effects will it have on Network capabilities / functionality?

Breakthrough-Yes & No
Yes because it’s 1 proof of concept
No because I believe there’s better was of doing it.
It’s going to get expensive to use depending on what your trying to do because of limited blockspace & the size of the transactions.
But you must understand that this sort of technology will let you pretty much let you build & run any program you want on bitcoin blockchain.
