If a small nation state like Syria wanted to start mining bitcoin to balance the grid or to tap into wasted forms of energy. And you were assigned as the person who has to make this happen.

1- Where would you buy the miners from assuming you need close to a thousand miners?

2- would you work with a mining company to do it and they pay the government or would it be better if everything was state owned?

3- who would you hire/contact to help with all the logistics and the financial calculations to determine profitability?

4- any tips on how to go about this? Assuming you are a person who knows bitcoin well but don’t know much about mining
