Does the option broadcast=true&global=all is intended to be as a blastr?

On Nostr.wine? broadcast=true blasts your notes to the relays wine downloads from.
&global=all disables the spam filter if I remember correctly.
Mostly correct! global=all gets you outside of your follows+follows network with only very basic repetitive spam filtering.
