Thanks so much for the help everyone! "Always Show Scroll Bars" (which gets turned on when you use a non-Apple mouse) seems to make it more apparent since the scroll bars become opaque.

Then you need to tell your browser that your site supports dark mode styling by adding:

:root { color-scheme: light dark; }

To your CSS. Easy peasy!
