It is. But that applies only to the creatures that are not self concious. Their world is built on the 3 pillars that are also called The Three Poisons: hatred, greed, and ignorance. They are perfect in all 3, and seem to be happy there. However, the self concious beings are at least imperfect in the ignorance area. That takes happiness away. For these to be happy, they must be perfectly oposite in all three qualities: wise, loving, and ungreedy.

So if you want to live a perfectly happy life, be as dumb as a mouse, or be wise as Buddha.
