That reads two ways:

- Either they are imbeciles and want to legislate everything, even what they can't control.

- Or the conspiracists are right.

Article 3.

1. The atmospheric phase of the hydrological cycle may only be artificially modified by the State Administration or by those authorized by it (art. 3 of the LA).

Any public or private action aimed at modifying the rainfall regime must be previously approved by the Ministry of Public Works and Town Planning, at the proposal of the basin organization.
