I don't believe that a professional shooter would choose a neck. It seems to me that it was a miss.
My wild speculation is that the shooter aimed for his head but flinched. Most likely a left handed shooter.
Why left hand?

but an amateur shooter doesn’t mean it isn’t a psyop
not only aticipated recoil but also how you mechanically squeeze the teigger.
And yes, it might be a recruit.
