No it's artificial boosting. His numbers on that post are fairly low but he's one of Primal's chosen few. They always get boosted.

it depends a lot on a number of factors:

• time

• day

• relevancy in terms of topic

• relevancy in terms of meme origin

• author

• do you get a wave of boosts/quotes fast, so it gets trending fast

It's pretty simple: if you're one of the handful of accounts that Primal boosts into trending, then you get boosted into trending. Doesn't matter what they post.
