I get your point but that's what is being proposed. Lots wont really have a choice I reckon that number will be growing as more people will be laid off. It wont need to be everyone just in the millions what are they going to do fine and arrest a million people? Considering Birmingham and quite a few other councils are already bust that is a large chunk of the population already. Guess we will see....
