So we recently (2 weeks ago) had a major upward adjustment in difficulty. The last 2 weeks have been downward adjustments. So transactions have started to pile up because we are not even clearing the regular 144 blocks per day minimum.

i disagree with that as we've had a majority of upwards adjustments for the last 12months yet still had mempools overfilled with transactions. blocks still come in on average every 10mins.
But we haven't tho like we literally cleared it recently and hung around under 10k txs for some time.
